LSCCC leads push for integrated emergency response system in Lagos

Mr Femi Giwa, General Manager of the Lagos State Command and Control Centre (LSCCC), says the Lagos Emergency Responder Management System (LERMS) will significantly improve emergency coordination, incident management and operational efficiency across Lagos State.

Giwa stated this at the maiden stakeholders’ engagement and technical training on LERMS held in Lagos with the theme “One Response, One Platform: Advancing Integrated Emergency Management in Lagos State.”

He said the initiative reflects the Lagos State Government’s commitment to strengthening collaboration and building an integrated emergency response framework.

According to him, effective emergency management in a rapidly growing megacity like Lagos depends on seamless communication, shared information and a unified response among first responders.

Giwa said the engagement provided a strategic platform for harmonising response protocols, enhancing inter-agency synergy and improving coordination through technology-driven solutions.

He described LERMS as a major advancement in incident reporting, responder deployment, dispatch coordination and real-time operational monitoring.

“As the coordinating hub for emergency communication and incident management, the LSCCC remains committed to strengthening institutional capacity and advancing sustainable reforms that will improve public safety outcomes in the state,” he said.

Giwa commended the administration of Gov. Babajide Sanwo-Olu and the Ministry of Special Duties and Inter-Governmental Relations for their continued support for public safety initiatives.

He also praised emergency responders and stakeholders for their dedication and sacrifice in protecting lives and property.

Also speaking, the Commissioner for Special Duties and Inter-Governmental Relations, Mr. Gbenga Oyerinde, said modern emergency management requires integrated communication systems, real-time information sharing and unified command structures.

Oyerinde said Lagos faces evolving threats including fire outbreaks, flooding, road crashes, hazardous material incidents and building collapses, all requiring continuous institutional collaboration and harmonised operational standards.

He said effective deployment of LERMS would reduce response time, improve operational visibility and strengthen decision-making during emergencies.

The commissioner reaffirmed the state government’s commitment to sustained investment in emergency management infrastructure, technology and inter-agency coordination.

Earlier, Mr. Emmanuel Fakoya, Group Managing Director of SOFTSEER Limited, said the system would enhance emergency dispatch through intelligent metrics and artificial intelligence-driven analysis of incidents.

Fakoya said the platform would improve incident verification, filter nuisance calls and ensure rapid deployment of responders closest to emergency locations.

Mr Sesan Ogundeko, Permanent Secretary, Special Duties and Intergovernmental Relations, urged agencies to embrace the “One Government” approach to service delivery, noting that operational lapses could escalate into major incidents if not promptly addressed.

Mrs Toyin Oke- Osanyitolu, Permanent Secretary, Lagos State Ministry of Youth and Social Development said the engagement would help define clear roles and responsibilities among stakeholders for more effective disaster management.

Mrs. Titilola Vivour-Adeniyi, Executive Secretary of the Lagos State Domestic and Sexual Violence Agency said gender-based violence response remains a 24-hour emergency service in Lagos, with the agency receiving between 400 and 450 new cases monthly.

She said domestic violence includes emotional and verbal abuse and warned against the concealment of sexual offences, noting that offenders and accomplices could face imprisonment under Lagos State law.

The stakeholders’ engagement brought together emergency response agencies, security services, public safety institutions, and technical partners aimed at strengthening integrated emergency management across Lagos State.
