ADC And Atiku Abubakar’s Groundbreaking Plan For Nigeria’s Health Sector Will Officially End The Era Of Paying Cash Before Receiving Treatment Or Medical Attention At Hospitals, By Opening Compulsory Personal Medical Savings Accounts For Every Nigerian, Through An Excellent And Workable National Health Security And Protection Programme, Under The Social Protection Act; A First In The History Of Nigeria

The African Democratic Congress, ADC, led by its 2027 Presidential Candidate, His Excellency, former Vice President Atiku Abubakar, has revealed that under its Presidency, every Nigerian will get a Personal Medical Savings Account, to end the era of paying cash, before receiving treatment at Hospitals nationwide.

In its 2027 Policy Document, the ADC pledged to: “Establish a National Health Security and Protection Programme, under the Social Protection Act. The Programme will combine Health Insurance with Personal Medical Savings, ensuring that unused savings roll over and grow over time, encouraging preventive care and long-term planning. The government will also provide Direct Contributions or Subsidies for vulnerable citizens, ensuring equitable access.”

According to the Document, the Federal Government will: “Provide each citizen in the National Social Register with a dedicated Medical Savings Account for routine healthcare, such as consultations, medications, diagnostics and preventive services.”

It will also: “Guarantee that every citizen is protected against major health costs, ensuring that no one is pushed into poverty, due to serious illness”, and “allow citizens to use their health savings transparently and flexibly, giving them greater control over how they access care.”

Right now, under President Bola Ahmed Tinubu, most Nigerians pay from their pockets to see a Doctor. No money, equals to no drugs and no scan.

The National Health Insurance Scheme, NHIS, covers less than 10 percent of the population. When the illness is a major health risk, families sell their assets, borrow, or beg online, just to afford their Medical bills.

Atiku’s ADC model works like two pockets. The first is Insurance for big bills like Medical surgery, cancer and dialysis, so that no Nigerian goes broke over the bills. The second is a Personal Savings Account for Clinic visits, drugs, tests and vaccines. If you do not use it this year, it rolls over and grows. The idea is to reward prevention, and not wait until a headache becomes stroke.

For a poor man, this changes his daily reality. In Aba, a Tailor who cuts his hand will not have to close his Shop for a week, just to raise money for tetanus injection and injury dressing. He will use his Personal Medical Savings Account to foot the bill and keep working. In Oshogbo, a mother whose child has malaria, can go to the Health Centre on Monday morning, instead of waiting till Friday, when it becomes severe, because her Account covers both Medical Consultation and drugs. In Kano, an elderly man with high blood pressure can buy monthly drugs, without choosing between medicine and food, and if he needs surgery later, the Insurance pocket protects him.

This is what is obtainable in many advanced countries of today. In Singapore, Medisave gives every citizen a Health Savings Account with government and Employer contributions. It is paired with Medishield Insurance for big illnesses; which is why Singaporeans do not fear Hospital bills. China runs a similar Urban and Rural Medical Savings Account for outpatient care, with Insurance for inpatient costs.

The goal is for more Nigerians to seek for Medical care early enough, to save their lives.
