Lenders Consult denies diversion of Police conference funds

Lenders Consult International Limited and its CEO, Dr. Shina Philips, have denied allegations of financial misconduct over Conference and Retreat for Senior Police Officers.

The firm in a statement said the Conference and Retreat for Senior Police Officers is a private initiative that has never received direct funding from the Nigeria Police Force (NPF).

The firm explained that since the programme’s inception in 2019, its operations have followed a specific approved framework of which Lenders Consult is responsible for securing third-party corporate and state sponsors.

The firm noted that it had never received money from the NPF for the event, nor has it shared funds with any high-ranking officials, including retired IGP Kayode Adeolu Egbetokun.

Dr. Philips noted that his consultancy work and international travels with previous IGPs were often self-funded as a “patriotic contribution.”

It added that these retreats are not merely ceremonial but have resulted in tangible infrastructure for the Force, such as the Police Institute (Abuja), established as a direct outcome of retreat deliberations.

 The firm also pointed out that the establishment of the Police Radio (Abuja), was created to enhance internal and public communication while the Police Awards & Commendations, a new tradition (2024–2025) was designed to improve officer morale and recognize excellence.

The firm said that the retreats have been a consistent fixture for the NPF’s top brass – Commissioner of Police rank and above, nothing that 2019, Lagos, maiden edition was declared opened by then Vice President Yemi Osinbajo.

The firm added that at the resumption of the event following the 2020/2021 COVID-19 crisis, multiple sessions were held to facilitate peer review among senior officers between 2022 – 2024 in Owerri, Imo State.

According to the firm, the most recent session before the current administrative cycle took place in 2025 in Abeokuta, Ogun State.

Dr. Shina Philips highlighted his background as a FIFA-licensed football agent and the organizer of the Nigeria Pitch Awards – since 2011 to establish his standing as a reputable private sector partner rather than an administrative beneficiary of the Force.
