The Government of Kenya hosted the second U.S.-Kenya Cyber and Digital Dialogue in Nairobi, Kenya, on November 27, 2023.

This is in fulfillment of a commitment by both governments made at the U.S.-Kenya Bilateral Strategic Dialogue earlier this year.

Ambassador at Large for Cyberspace and Digital Policy Nathaniel C. Fick led the U.S. delegation, which included representatives from the Departments of State, Defense, and Justice.

Mr. Thomas Sakah, Secretary of Security, for the Ministry for Internal Security and National Administration led the Kenyan delegation, which included representatives from the Ministry of Interior and National Administration, National Computer and Cybercrimes Coordination Committee, State Law Office, National Police Service, Directorate of Criminal Investigations, Communications Authority of Kenya, Office of the National Security Advisor, Kenya Defence Forces, Office of the Data Protection Commissioner, and Ministry of Information, Communications and Digital Economy.

U.S. and Kenyan officials discussed a range of topics, which included engagement on cyber and digital capacity building, implementation of the Framework for Responsible State Behavior in Cyberspace, collaboration on combatting cybercrime, promotion of secure and trusted information and communication technology infrastructure, and the advancement of digital freedom.

Officials also discussed ways to achieve Kenya’s digital economy goals by attracting investment and fostering job creation through innovation.

The dialogue reaffirmed a mutual commitment to leveraging the U.S.-Kenya partnership to promote an affirmative vision for a secure and stable cyberspace.
