Anambra Govt. rejects PCL 2025 rankings, cites flawed methodology

The Anambra State Government has rejected the 2025 PCL State Performance Index (PSPI), calling it ‘Deeply flawed and misleading’ after the state was downgraded from 8th place in 2024 to 34th in 2025.

Recall that Philips Consulting Limited (PCL) recently published the top 10 best-performing states in Nigeria in its 2025 State Performance Index (PSPI).

Mrs Chiamaka Nnake, state’s Commissioner for Budget and Planning, in a statement on Friday in Awka, accused Philips Consulting Limited (PCL) of using an unscientific approach.

Nnake stated that a sample size of only 78 respondents was insufficient for a state with over six million residents.

“By accepted statistical standards, the sample size is invalid. Worse still, 76 per cent of respondents were male, making the data unrepresentative, ” she said.

Nnake also criticised the report’s overreliance on perception and spending figures, rather than measurable outcomes.

She said the state government outlined key achievements were ignored by PCL’s ranking:

“Achievements such as free education from Nursery to SS3, with over 8,100 teachers recruited, and enrollment increase of over 27 per cent in primary schools.

“Healthcare ranked number one nationally in a 2024 UNICEF-led health challenge and we had over 120,000 women who have benefited from free maternal care.

“In infrastructure, over 546 km of roads have been completed in three years, alongside multiple flyovers and bridges.

“It is unfortunate that despite these achievements, PCL ranked Anambra 30th in Health and failed to reflect significant development metrics,” she said.

The Commissioner urged PCL to adopt rigorous methods, including field engagement, representative sampling and objective outcome-based metrics.

“You can not sit in Lagos or Abuja and rank states based on the opinions of a few people. This reduces serious work to propaganda,” added.
